The company asserts that exchanges like itself already have rules in place to prevent the types of schemes wreaking havoc in the crypto space, stating: <\/span><\/p>\n<blockquote>\n<p class=\"p1\"><span class=\"s1\">\u201cRegulators, brokers and exchanges have surveillance teams that monitor activity constantly and advanced technologies to help capture and analyze abusive behaviors including pump-and-dump schemes, insider trading, wash trading as well as spoofing and layering.\u201d<\/span><\/p>\n<\/blockquote>\n<p class=\"p1\"><span class=\"s1\">All of these have made headlines in the crypto-verse and contributed to the environment of leeriness that led to the <a href=\"https:\/\/cryptoslate.com\/places\/new-york\">New York<\/a> attorney general\u2019s Virtual Market Assets Integrity report and several state-level regulators creating\u00a0<a href=\"http:\/\/www.nasaa.org\/regulatory-activity\/enforcement-legal-activity\/operation-cryptosweep\/\">Operation Cryptosweep<\/a>. <\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">Nasdaq points to the governments of Abu Dhabi and <a href=\"https:\/\/cryptoslate.com\/places\/singapore\">Singapore<\/a> as an example of what successful crypto regulation frameworks are capable of achieving in the paper, calling for a unification of the \u201cfragmented\u201d regulatory approach of America\u2019s crypto marketplace. They also claim that \u2018know your customer (KYC)\u2019 and anti-money laundering (AML) rules aren\u2019t enough, stating: <\/span><\/p>\n<blockquote>\n<p class=\"p1\"><span class=\"s1\">\u201cTechnologically sophisticated players do a significant amount of wallet-to-wallet trading, and those opaque transactions never go through KYC and AML screening.\u201d<\/span><\/p>\n<\/blockquote>\n<p class=\"p1\"><span class=\"s1\">The paper went on to add: <\/span><\/p>\n<blockquote>\n<p class=\"p1\"><span class=\"s1\">\u201cMoreover, the markets are extremely volatile, partially because order flow is mainly driven by retail investors who are easily unnerved by geopolitical events and government statements about regulation.\u201d<\/span><\/p>\n<\/blockquote>\n<h2>Crypto Companies Receptive<\/h2>\n<p class=\"p1\"><span class=\"s1\">According to Bloomberg, some crypto companies are <a href=\"https:\/\/www.bloomberg.com\/technology\"><span class=\"s2\">already approaching Nasdaq<\/span><\/a> to license their market surveillance software, called Nasdaq SMARTS, for use in digital exchanges.
