Participating lenders include HSBC, Lloyds, NatWest, Barclays, Nationwide, and Santander.<\/p>\n<p>The pilot will test tokenised deposits in three flows:<\/p>\n<ul>\n<li>Person-to-person marketplace payments, where conditional and escrow-like logic can mitigate scams.<\/li>\n<li>Remortgaging workflows that coordinate funds release and identity checks among conveyancers and lenders.<\/li>\n<li>Wholesale asset settlement using instant delivery-versus-payment that synchronises cash and securities.<\/li>\n<\/ul>\n<p>Prior work under the <a href=\"https:\/\/www.ukfinance.org.uk\/system\/files\/2024-09\/UK%20Finance%20RLN%20Summary%20Report.pdf\">UK Regulated Liability Network<\/a> showed legal DvP with automated synchronisation of tokenised deposits, tokenised assets, and wholesale central bank money.<\/p>\n<h2>Programmable money<\/h2>\n<p>The choice of tokenised deposits reflects the policy preference to keep innovation inside the banking perimeter. Bank of England governor Andrew Bailey said in July he could not see the need for bank-issued or third-party stablecoins relative to tokenisation of deposits, and the Financial Conduct Authority\u2019s stablecoin regime is not expected to be finalised until the end of 2026.<\/p>\n<p>UK Finance\u2019s RLN work also <a href=\"https:\/\/www.ukfinance.org.uk\/news-and-insight\/press-release\/uk-finance-announces-successful-outcome-regulated-liability-network\">concluded<\/a> that programmability could reduce failed payments, lower fraud, and streamline home-buying processes.<\/p>\n<p>Quant says it will provide the programmable money layer for live tokenized deposit transactions, with interoperability across bank ledgers and UK payment infrastructure, including\u00a0RTGS\/CHAPS,\u00a0Faster Payments, Open Banking interfaces, and tokenized-deposit platforms.<\/p>\n<p>The company\u2019s <a href=\"https:\/\/quant.network\/assets\/uploads\/2024\/04\/QuantProgrammablePayments_April2024.pdf\">stack<\/a> includes Overledger, its interoperability platform, and PayScript for programmable payment logic, with materials describing how tokenised deposits can enable conditional payments, atomic settlement and cross-network orchestration.<\/p>\n<p>UK Finance\u2019s RLN <a href=\"https:\/\/www.ukfinance.org.uk\/system\/files\/2024-09\/UK%20Finance%20RLN%20Technical%20Report.pdf\">documentation<\/a> sets out the cross-ledger design that the pilot is building toward, including shared-ledger orchestration and foundational capabilities for programmability.<\/p>\n<p>Forward-looking effects are most visible in fraud economics, settlement costs, and working-capital timing. The <a href=\"https:\/\/www.gov.uk\/government\/publications\/national-payments-vision\">National Payments Vision<\/a> sets the direction for a trusted, next-generation payments ecosystem with a clear regulatory framework and resilient infrastructure.<\/p>\n<p>On capital-markets rails, the government and DMO are preparing a pilot <a href=\"https:\/\/www.gov.uk\/government\/publications\/digital-gilt-instrument-digit-pilot-update\/digital-gilt-instrument-digit-pilot-update\">digital gilt instrument<\/a>, which would test on-chain issuance and settlement within the Digital Securities Sandbox.
