{"id":499647,"date":"2025-09-23T22:00:28","date_gmt":"2025-09-23T21:00:28","guid":{"rendered":"https:\/\/cryptoslate.com\/?p=499647"},"modified":"2025-12-05T22:19:56","modified_gmt":"2025-12-05T22:19:56","slug":"cftc-launches-initiative-to-enable-stablecoins-as-derivatives-market-collateral","status":"publish","type":"post","link":"https:\/\/cryptoslate.com\/cftc-launches-initiative-to-enable-stablecoins-as-derivatives-market-collateral\/","title":{"rendered":"CFTC launches initiative to enable stablecoins as derivatives market collateral"},"content":{"rendered":"<p>Commodity Futures Trading Commission (CFTC) Acting Chairman <a href=\"https:\/\/cryptoslate.com\/people\/caroline-pham\/\">Caroline Pham<\/a> announced on Sept. 23 that the agency <a href=\"https:\/\/www.cftc.gov\/PressRoom\/PressReleases\/9130-25\">will launch an initiative<\/a> to enable tokenized collateral in derivatives markets, including stablecoins.<\/p>\n<p>The announcement builds on the CFTC's February 2025 Crypto CEO Forum and forms part of the agency's crypto sprint, implementing recommendations from President <a href=\"https:\/\/cryptoslate.com\/people\/donald-trump\/\">Donald Trump\u2019s<\/a> Working Group on Digital Asset Markets report.<\/p>\n<p>Pham described the initiative as advancing &#8220;America's Golden Age of Crypto&#8221; through the modernization of blockchain technology in collateral management systems.<\/p>\n<p>The CFTC aims to enhance capital efficiency by enabling market participants to deploy assets more effectively in derivatives trading.<\/p>\n<p>Pham stated:<\/p>\n<blockquote><p>&#8220;The public has spoken: tokenized markets are here, and they are the future. &#8220;For years I have said that collateral management is the &#8216;killer app' for stablecoins in markets. Today, we are finally moving forward on the work of the CFTC's Global Markets Advisory Committee from last year.&#8221;<\/p><\/blockquote>\n<p>The CFTC invited stakeholder feedback, with public comments due Oct. 20.<\/p>\n<h2>Industry support<\/h2>\n<p>Major crypto firms endorsed the initiative through statements supporting the integration of stablecoin derivatives.<\/p>\n<p><a href=\"https:\/\/cryptoslate.com\/companies\/circle\/\">Circle<\/a> president Heath Tarbert noted that the GENIUS Act creates a regulatory framework that enables payment stablecoins from licensed American companies to serve as collateral in derivatives and traditional financial markets.<\/p>\n<p><a href=\"https:\/\/cryptoslate.com\/companies\/coinbase\/\">Coinbase<\/a> institutional product VP Greg Tusar characterized stablecoins as &#8220;the future of money&#8221; and tokenized collateral as the beginning of broader market transformation.<\/p>\n<p><a href=\"https:\/\/cryptoslate.com\/companies\/crypto-com\/\">Crypto.com<\/a> co-founder <a href=\"https:\/\/cryptoslate.com\/people\/kris-marszalek\/\">Kris Marszalek<\/a> highlighted discussions from the Crypto CEO Forum about delivering innovations that remained outside US markets under previous regulatory approaches.<\/p>\n<p><a href=\"https:\/\/cryptoslate.com\/companies\/ripple\/\">Ripple<\/a> SVP Jack McDonald emphasized the importance of establishing clear rules for valuation, custody, and settlement to provide institutional certainty while maintaining appropriate guardrails on reserves and governance.<\/p>\n<h2>Non-cash collateral<\/h2>\n<p>The initiative implements recommendations from the CFTC's Global Markets Advisory Committee's Digital Asset Markets Subcommittee on expanding the use of non-cash collateral via distributed ledger technology.<\/p>\n<p>The President's Working Group report directs the CFTC to guide the adoption of tokenized non-cash collateral as a regulatory margin.<\/p>\n<p>Pham previously proposed a CFTC pilot program serving as a regulatory sandbox to provide clarity for digital asset markets while ensuring robust guardrails.
