Liquidity is one thing; legal enforceability is another.&#8221;<\/p><\/blockquote>\n<p>He added that if tokenized deposits and regulated stablecoins achieve scale, banks may see little reason to pay a \u201ctoll\u201d to an external asset like XRP when they can settle in instruments they already issue and trust.<\/p>\n<h2>Public blockchains<\/h2>\n<p>In a separate post, Zschach expanded on the broader role of blockchains in finance. He argued that the debate over decentralization often distracts from the real issue of whether a system aligns with institutional risk management.<\/p>\n<p>He <a href=\"https:\/\/www.linkedin.com\/feed\/update\/urn:li:activity:7366097353767829504?commentUrn=urn%3Ali%3Acomment%3A%28activity%3A7366097353767829504%2C7366100804610564096%29&replyUrn=urn%3Ali%3Acomment%3A%28activity%3A7366097353767829504%2C7368929285245394944%29&dashCommentUrn=urn%3Ali%3Afsd_comment%3A%287366100804610564096%2Curn%3Ali%3Aactivity%3A7366097353767829504%29&dashReplyUrn=urn%3Ali%3Afsd_comment%3A%287368929285245394944%2Curn%3Ali%3Aactivity%3A7366097353767829504%29\">wrote<\/a>:<\/p>\n<blockquote><p>&#8220;Neutrality in finance isn\u2019t about how many nodes you run, it\u2019s about whether the network privileges one participant over another.&#8221;<\/p><\/blockquote>\n<p>Zschach compared open blockchains to a \u201cfast engine with no cockpit,\u201d noting that they remain incomplete for institutional use without legal frameworks, privacy safeguards, and regulatory oversight.<\/p>\n<p>For Zschach, the missing \u201ctrust layer\u201d explains why banks continue to rely on SWIFT. The cooperative does not issue its assets, compete with its members, or tilt economics in favor of any institution.<\/p>\n<p>He wrote:<\/p>\n<blockquote><p>&#8220;Blockchains like Ethereum are absolutely part of the solution but neutrality in markets also requires governance, regulation and enforceability. Code and validators alone don\u2019t resolve billion-dollar disputes.
