Senator Cynthia Lummis<\/a> told the 2025 Bitcoin Conference in Las Vegas on May 27 that several US military generals endorse building a Bitcoin (BTC<\/a>) reserve to bolster the nation\u2019s economic deterrence.<\/span><\/p>\n

Lummis<\/span> said she discussed digital reserves<\/a><\/strong> with unnamed senior officers who \u201cunderstand that economic power is as important as military power in addressing aggressors around the world.\u201d\u00a0<\/span><\/p>\n

Per her speech, the officers \u201care big supporters of having a strategic Bitcoin reserve.\u201d<\/span><\/p>\n

Bitcoin reserve bill<\/h2>\n

Lummis and five other Republican senators reintroduced legislation to<\/span> add up to 1 million BTC to the US Treasury over five years<\/a><\/strong> on March 11.<\/span><\/p>\n

The move followed President Donald Trump\u2019s<\/a><\/span> signing of an executive order<\/a><\/strong> to establish a strategic Bitcoin reserve and a digital asset stockpile on March 7.<\/span><\/p>\n

Lummis framed Bitcoin reserves as an extension of US energy policy and industrial capacity. She credited China\u2019s 2021 mining ban for driving the hash rate to North America and cited Trump\u2019s recent call to \u201cmake Bitcoin mining and America conjoined.\u201d\u00a0<\/span><\/p>\n

She argued that pairing domestic mining with federal accumulation would give Washington a \u201cgeopolitical advantage.\u201d<\/span><\/p>\n

The Wyoming Republican drew a parallel with Fort Knox, noting that the US holds roughly 5% of the global gold supply and should target the same share of Bitcoin.<\/span><\/p>\n

Sovereign and state-level demand<\/strong><\/h2>\n

Lummis highlighted state-level momentum regarding Bitcoin reserves, using them as an example to follow for the federal government.<\/span><\/p>\n

Arizona<\/a> and New Hampshire<\/a> enacted strategic reserve legislation this year, and lawmakers in 30 additional states debated similar bills. Although many states have given up on plans to adopt Bitcoin for now, roughly 11 states are still debating legislation, with Texas being the farthest along.<\/span><\/p>\n

She described the states as \u201cincubators of innovation\u201d and predicted their actions would pressure Congress and the Treasury Department to follow.<\/span><\/p>\n

Furthermore, Lummis said global demand supports the case for federal reserves. She pointed to the UAE, where the Abu Dhabi sovereign wealth fund, Mubadala, recently<\/span> ramped up its exposure to Bitcoin<\/a><\/strong> through US-based exchange-traded funds.<\/span><\/p>\n

The senator also highlighted the Czech National Bank<\/span> studying Bitcoin for its portfolio<\/a><\/strong>. She said:<\/span><\/p>\n

\u201cThat\u2019s good for America because they\u2019re going to build their sovereign wealth in Bitcoin through an American ETF.\u201d\u00a0<\/strong><\/p><\/blockquote>\n

Lummis urged federal officials to treat Bitcoin as \u201cdigital gold\u201d rather than a speculative instrument and to formalize reserve guidelines before other nations lock up larger shares of the fixed 21 million-coin supply.<\/span><\/p>\n

The senator closed by asserting that energy-intensive proof-of-work mining and a strategic reserve would reinforce US leadership in both monetary and industrial domains.
