{"id":466409,"date":"2025-02-20T19:30:24","date_gmt":"2025-02-20T19:30:24","guid":{"rendered":"https:\/\/cryptoslate.com\/?p=466409"},"modified":"2025-02-20T19:22:34","modified_gmt":"2025-02-20T19:22:34","slug":"ecb-eyes-blockchain-based-payment-settlement-layer","status":"publish","type":"post","link":"https:\/\/cryptoslate.com\/ecb-eyes-blockchain-based-payment-settlement-layer\/","title":{"rendered":"ECB eyes blockchain-based payment settlement layer"},"content":{"rendered":"<p><span style=\"font-weight: 400;\">The European Central Bank (ECB) is working to establish a blockchain-based payment system that will allow financial institutions to settle transactions using central bank money, Bloomberg News reported on Feb. 20.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">ECB executive board member Piero Cipollone said the project is a step toward improving financial market efficiency through innovation. <\/span><\/p>\n<h2>Phased approach<\/h2>\n<p data-start=\"347\" data-end=\"632\">The project will be rolled out in two phases.\u00a0Initially, a blockchain platform will be connected to the existing Target settlement system, which operates with central bank money.<\/p>\n<p data-start=\"347\" data-end=\"632\">Meanwhile, the second phase will focus on building a fully integrated solution, including foreign exchange transactions.<\/p>\n<p data-start=\"634\" data-end=\"877\">The ECB has not provided a timeline for implementation but has indicated that the initiative could lay the groundwork for a wholesale central bank digital currency (CBDC) by introducing central bank money into a blockchain-based environment.<\/p>\n<p data-start=\"879\" data-end=\"1183\" data-is-last-node=\"\" data-is-only-node=\"\">Switzerland has taken a similar approach. In December 2023, the Swiss National Bank launched a pilot wholesale CBDC to facilitate the settlement of digital bonds. Initially planned as a short-term trial, the project has been extended until at least 2026 to further assess its impact on financial markets.<\/p>\n<h2><strong>Countering stablecoins' influence<\/strong><\/h2>\n<p><span style=\"font-weight: 400;\">Cipollone<\/span> <strong><a href=\"https:\/\/cryptoslate.com\/ecb-urged-to-fast-track-digital-euro-amid-trumps-stablecoin-push\/\">recently emphasized<\/a><\/strong><span style=\"font-weight: 400;\"> the need to accelerate the launch of a digital euro, citing concerns over the growing influence of dollar-backed stablecoins. He urged the ECB to accelerate the deployment of the digital euro as a countermeasure to the growing adoption of private stablecoins.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">His remarks followed an<\/span> <strong><a href=\"https:\/\/cryptoslate.com\/trump-signs-executive-order-to-establish-strategic-digital-asset-stockpile-form-crypto-working-group\/\">executive order<\/a><\/strong><span style=\"font-weight: 400;\"> signed by President <a href=\"https:\/\/cryptoslate.com\/people\/donald-trump\/\">Donald Trump<\/a> on Jan. 23 promoting the expansion of stablecoins while prohibiting federal agencies from advancing a CBDC.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Despite regulatory support, eurozone banks have expressed concerns about potential deposit losses. To address this, the ECB has proposed capping digital euro holdings and ensuring they remain non-interest-bearing.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The project\u2019s advancement depends on European lawmakers passing the necessary legislation.
