Not Quite"},"content":{"rendered":"<p>Recently it has been all over the news that Sierra Leone held the first &#8220;Blockchain-Powered&#8221; elections. The theory of using blockchain technology during elections has been around since the technology started being explored outside of the cryptocurrency world. (Source:\u00a0Nick Piggott)<\/figcaption><\/figure>\n<h2>Sierra Leone<\/h2>\n<p>Sierra Leone is a small West African country, that is most commonly known from the movie Blood Diamond, the brutal 11-year civil war in the 90s, and most recently the Ebola outbreak which killed approximately\u00a0<a href=\"https:\/\/en.wikipedia.org\/wiki\/Ebola_virus_epidemic_in_Sierra_Leone\">3,995<\/a> people in 2014.<\/p>\n<p>The West African nation has beautiful white sand beaches and was a place of refuge for returned slaves in the 18th and 19th century.<\/p>\n<h2>History of Elections<\/h2>\n<p>This will be the third democratic elections since the civil war ended in <a href=\"http:\/\/www.blackpast.org\/gah\/sierra-leone-civil-war-1991-2002\">2002<\/a>.<br \/>\nDirty tactics are common around election time, in the 2012\u00a0violence was a common underlying (or right out in the open) theme of the <a href=\"http:\/\/www.thepatrioticvanguard.com\/the-dirty-politics-of-the-slpp\">elections<\/a>.<\/p>\n<figure id=\"attachment_38336\" aria-describedby=\"caption-attachment-38336\" style=\"width: 1024px\" class=\"wp-caption alignleft\"><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-38336 size-large\" src=\"https:\/\/cryptoslate.com\/wp-content\/uploads\/2018\/03\/collecting_the_votes_1024-1024x683.jpg\" alt=\"\" width=\"1024\" height=\"683\" srcset=\"https:\/\/cryptoslate.com\/wp-content\/uploads\/2018\/03\/collecting_the_votes_1024.jpg 1024w, https:\/\/cryptoslate.com\/wp-content\/uploads\/2018\/03\/collecting_the_votes_1024-300x200.jpg 300w, https:\/\/cryptoslate.com\/wp-content\/uploads\/2018\/03\/collecting_the_votes_1024-768x512.jpg 768w\" sizes=\"(max-width: 1024px) 100vw, 1024px\" \/><figcaption id=\"caption-attachment-38336\" class=\"wp-caption-text\">Counting the votes in Sierra Leone. (Source: Nick Piggot)<\/figcaption><\/figure>\n<p>Partisan reporting was taken for the norm and voters were &#8216;coerced' into voting for certain parties. Not exactly democracy at its finest. This year the candidate for the opposition party\u2019s house was raided by police under suspicion of \u2018hacking\u2019 the NEC database.<\/p>\n<h2>The Rumors<\/h2>\n<p>The news was flooded recently with headlines such as:\u00a0&#8220;Sierra Leone just ran the first blockchain-based elections,&#8221; &#8220;Sierra Leone is the first country to run a blockchain-powered election&#8221; and &#8220;First Results of Sierra Leone's Blockchain Vote Are In,&#8221; were all dominant headlines.<\/p>\n<p>However, the election was not powered by blockchain as was reported. Where did the rumors start?<\/p>\n<h3>Swiss blockchain company, Agora, fabricated the claims and released a statement declaring that the country had\u00a0utilized blockchain tech to tally and audit the election results.<\/h3>\n<p>The National Election Commission (NEC) of Sierra Leone released an official statement on Twitter on March 18 to set the record straight. The tweet quoted the NEC Chair Mohamed Conteh saying that \u201cthe NEC has not used, and is not using blockchain technology in any part of the electoral process.\u201d<\/p>\n<blockquote class=\"twitter-tweet\" data-width=\"500\" data-dnt=\"true\">\n<p lang=\"en\" dir=\"ltr\"><a href=\"https:\/\/twitter.com\/hashtag\/NEC?src=hash&ref_src=twsrc%5Etfw\">#NEC<\/a> Chair Mohamed Conteh makes clear that &quot;the NEC has not used, and is not using <a href=\"https:\/\/twitter.com\/hashtag\/blockchain?src=hash&ref_src=twsrc%5Etfw\">#blockchain<\/a> <a href=\"https:\/\/twitter.com\/hashtag\/technology?src=hash&ref_src=twsrc%5Etfw\">#technology<\/a> in any part of the electoral process.\u201d <a href=\"https:\/\/twitter.com\/hashtag\/votesalone?src=hash&ref_src=twsrc%5Etfw\">#votesalone<\/a><\/p>\n<p>&mdash; National Electoral Commission of Sierra Leone (@NECsalone) <a href=\"https:\/\/twitter.com\/NECsalone\/status\/975455216618360835?ref_src=twsrc%5Etfw\">March 18, 2018<\/a><\/p><\/blockquote>\n<p><script async src=\"https:\/\/platform.twitter.com\/widgets.js\" charset=\"utf-8\"><\/script><\/p>\n<h2>How Agora Was Involved<\/h2>\n<p>Agora was an accredited NEC election organization, that ran parallel to the official NEC results but in fact were not part of the official election framework. <a href=\"https:\/\/medium.com\/agorablockchain\/agora-official-statement-regarding-sierra-leone-election-7730d2d9de4e\">Agora<\/a> was there as an &#8220;international observer&#8221;, where they manually recorded each ballot onto their blockchain. Even if the reporting was wrong, with more media coverage it is much more likely to increase the likelihood of free, fair and credible elections. This, in turn,\u00a0would be reducing the\u00a0likelihood of election violence.<\/p>\n<p>Not only would it help to decrease violence but hopefully it will increase transparency into the elections. In the Agoras official statement that was released they said:<\/p>\n<blockquote><p>&#8220;Agora cares deeply about making transparent elections a reality in Sierra Leone. We would like to thank Sierra Leone and the NEC for permitting us to participate with our technology as international observers in the election.&#8221;<\/p><\/blockquote>\n<h2>Potential challenges of adoption in Sierra Leone<\/h2>\n<p>When introducing new technology to any system there will always be challenges that need to be overcome. The political analyst from Sierra Leone believes that the technology will need to be complementary to the current national election infrastructure. Otherwise, it may be seen as a threat to the status quo, and those who maintain it. (Source: Nick Piggot)<\/figcaption><\/figure>\n<p>It's not just the technology itself that may be difficult to integrate into the process, a very real problem in Sierra Leone is that electricity is in short supply.<\/p>\n<p>Although the computers verifying the blockchain will most likely be on mining farms, it is still a very serious challenge when you want to have a tech-powered election.<\/p>\n<p>Sierra Leone is hydro-powered and has power shortages for up to 6 months of the year, relying on electricity sapping technology when their schools have no power. Obviously, this could mean chaos if they had a true blockchain powered election, where all the voting was done electronically.<\/p>\n<h2>Blockchain Technology and Elections: It just makes sense<\/h2>\n<p>Using blockchain technology to help reduce electoral fraud, increase transparency and have more accurate ballot counting just makes sense&#8230; If the local infrastructure can support it.<\/p>\n<h3>It appears to be a no-brainer to join together the power of the blockchain into the electoral process.<\/h3>\n<p>However, ensuring that companies are able to implement the technology successfully is another thing. Additionally, some governments would be more than happy to keep transparency out of their elections.
