The co-founder of Terraform Labs faces multiple allegations of wrongdoing, including siphoning users' funds and using shell companies to evade taxes.<\/p>\n<p>Speaking to the <a href=\"https:\/\/cryptoslate.com\/terra-co-founder-do-kwon-tells-laura-shin-fraud-charges-against-him-are-illegitimate\/\">Unchained Podcast<\/a> in October 2022, Do Kwon said cryptocurrencies are not securities and fall outside authorities' jurisdiction.<\/p>\n<p>During the interview, he neither confirmed nor denied residing in Singapore \u2014 where Terraform Labs is incorporated. When pushed further on his whereabouts, Kwon refused to answer the question.<\/p>\n<h2>Intelligence points to Serbian location<\/h2>\n<p>In September 2022, Korean officials issued an arrest warrant for Do Kwon on charges of breaching the Capital Markets Act (CMA). Rumors were that he was on the run and had already fled Singapore at that time.<\/p>\n<p>On Nov. 3, 2022, Kwon shot down talk of hiding by <a href=\"https:\/\/twitter.com\/stablekwon\/status\/1588298460595249153\">tweeting<\/a> about an up-and-coming meetup. He signed off by inviting cops to join. In a follow-up tweet, <a href=\"https:\/\/twitter.com\/stablekwon\/status\/1588301315364769794\">Do Kwon<\/a> said he would pay for attendees' plane tickets. &#8220;S<span class=\"css-901oao css-16my406 r-poiln3 r-bcqeeo r-qvutc0\">how up if you dare<\/span>,&#8221; he wrote.<\/p>\n<blockquote><p><span class=\"css-901oao css-16my406 r-poiln3 r-bcqeeo r-qvutc0\">&#8220;Alright ill throw a meetup\/conference soon to get over this in hiding bs <\/span><\/p>\n<p><span class=\"css-901oao css-16my406 r-poiln3 r-bcqeeo r-qvutc0\">Cops from world over welcome to attend&#8221;<\/span><\/p><\/blockquote>\n<p>It was thought Do Kwon had traveled to Dubai from Singapore, then to Serbia.<\/p>\n<p>South Korea and Serbia do not have an extradition treaty. However, the two countries have cooperated in the past <span class=\"ILfuVd\" lang=\"en\"><span class=\"hgKElc\">under the European Convention on Extradition<\/span><\/span>.<\/p>\n<h2>Is the net closing in on Do Kwon?<\/h2>\n<p>The frequency of Do Kwon's tweets has reached a noticeable low.<\/p>\n<p>His most recent tweet \u2014 dated <a href=\"https:\/\/twitter.com\/stablekwon\/status\/1620726869577576449\">Feb. 1<\/a> \u2014 was a response to the founder of BlockTower Capital, Ari Paul, who asked if the stolen money had been returned.<\/p>\n<p>Do Kwon replied:<\/p>\n<blockquote><p>&#8220;<span class=\"css-901oao css-16my406 r-poiln3 r-bcqeeo r-qvutc0\">I find that Twitter is a good place for rumors but poor place to get facts<\/span><\/p>\n<p><span class=\"css-901oao css-16my406 r-poiln3 r-bcqeeo r-qvutc0\"> I've stolen no money and never had &#8220;secret cashouts&#8221; &#8211; happy to address specific allegations <\/span><\/p>\n<p><span class=\"css-901oao css-16my406 r-poiln3 r-bcqeeo r-qvutc0\">In any case, good day to you<\/span>&#8220;<\/p><\/blockquote>\n<p>Do Kwon's rumored location in Serbia has been public knowledge since December 2022.
