Commission to develop &#8220;embedded supervision&#8221; of decentralized finance (DeFi) on the Ethereum network.<\/p>\n<blockquote><p>&#8220;<span class=\"css-901oao css-16my406 r-poiln3 r-bcqeeo r-qvutc0\">The aim is to study technol. capabilities for automated supervisory monitoring of real-time DeFi activity.<\/span>&#8220;<\/p><\/blockquote>\n<p>The value of the tender is estimated to be \u20ac250,000 ($242,600), and the study is expected to take 15 months to complete.<\/p>\n<h2>The E.U. wants to gather data on Ethereum DeFi<\/h2>\n<p>A <a href=\"https:\/\/ted.europa.eu\/udl?uri=TED:NOTICE:542418-2022:HTML:EN:HTML&tabId=1&tabLang=en&utm_source=POLITICO.EU&utm_campaign=745d95e162-EMAIL_CAMPAIGN_2022_10_07_05_00&utm_medium=email&utm_term=0_10959edeb5-745d95e162-190531745\">contract notice<\/a> on the E.U. website informed details of the study. It called for suitably qualified entities to initiate a pilot project into developing and testing technological solutions for &#8220;embedded supervision&#8221; of DeFi activity.<\/p>\n<p>The notice acknowledges Ethereum is the most significant settlement platform for DeFi protocols and mentioned targeting &#8220;the open nature&#8221; of blockchain data.<\/p>\n<p>E.U. bureaucrats seek to advance the real-time automated data gathering of DeFi activity for &#8220;supervisory monitoring.&#8221;<\/p>\n<blockquote><p>&#8220;Its main focus will be on automated supervisory data gathering directly from the blockchain to test the technological capabilities for supervisory monitoring of real-time DeFi activity.&#8221;<\/p><\/blockquote>\n<p><a href=\"https:\/\/twitter.com\/paddi_hansen\/status\/1579360087973367808\">Hansen<\/a> commented that the technology that comes out of this study could be &#8220;quite impactful,&#8221; as it would make monitoring compliance more effective and reduce the need for other participants to collect, verify, and deliver data to authorities.<\/p>\n<p>DeFi exists in a grey area outside the rest of the cryptocurrency industry in that software protocols, with no single point of contact, cannot comply with existing Know Your Customer (KYC) and Anti-Money Laundering (AML) rules the same way as CeFi platforms.<\/p>\n<p>This presents a problem for global regulators tasked with preventing financial systems from being exploited for money laundering and other forms of financial crime.<\/p>\n<p>However, as demonstrated by the recent &#8220;<a href=\"https:\/\/cryptoslate.com\/horrendous-kyc-risks-on-show-as-website-detailing-celsius-users-losses-goes-live\/\">doxing<\/a>&#8221; of Celsius users, closing the net on financial criminals is at the expense of the personal privacy of legitimate users.<\/p>\n<h2>E.U. approves crypto regulation bill<\/h2>\n<p>On October 5, the E.U. approved the <a href=\"https:\/\/www.investopedia.com\/eu-on-crypto-regulations-6747785\"><span class=\"css-901oao css-16my406 r-poiln3 r-bcqeeo r-qvutc0\">Markets in <\/span><span class=\"css-901oao css-16my406 r-poiln3 r-b88u0q r-bcqeeo r-qvutc0\">Crypto<\/span><span class=\"css-901oao css-16my406 r-poiln3 r-bcqeeo r-qvutc0\"> Assets<\/span> (MiCA) bill<\/a>, which, if passed into law, would create a comprehensive regulatory framework for digital assets in the region. Members of the European Parliament will vote on passing the bill on October 10.<\/p>\n<p>Interestingly, <a href=\"https:\/\/data.consilium.europa.eu\/doc\/document\/ST-13198-2022-INIT\/en\/pdf\">Section 12a<\/a> of the bill clarified the treatment of DeFi by stating that &#8220;fully decentralized&#8221; services fall outside the regulation's scope.<\/p>\n<blockquote><p><span id=\"page56R_mcid2\" class=\"markedContent\"><span dir=\"ltr\" role=\"presentation\">&#8220;Where crypto<\/span><span dir=\"ltr\" role=\"presentation\">&#8211;<\/span><span dir=\"ltr\" role=\"presentation\">asset<\/span> <span class=\"\" dir=\"ltr\" role=\"presentation\">services as defined in this Regulation are provided in a fully decentralised manner without <\/span><span dir=\"ltr\" role=\"presentation\">any intermediary they do not fall within the<\/span> <span dir=\"ltr\" role=\"presentation\">scope of this Regulation.&#8221;<\/span><\/span><\/p><\/blockquote>\n<p>However, technologies for the &#8220;embedded supervision&#8221; of DeFi suggest the E.U. still intends to monitor and oversee this area.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Circle Policy Advisor Patrick Hansen tweeted details of a tender by the E.U.
