{"id":254382,"date":"2022-08-11T16:00:13","date_gmt":"2022-08-11T15:00:13","guid":{"rendered":"https:\/\/cryptoslate.com\/?p=254382"},"modified":"2022-08-11T15:37:36","modified_gmt":"2022-08-11T14:37:36","slug":"un-agency-wants-comprehensive-crypto-regulation-in-developing-countries","status":"publish","type":"post","link":"https:\/\/cryptoslate.com\/un-agency-wants-comprehensive-crypto-regulation-in-developing-countries\/","title":{"rendered":"UN Agency wants comprehensive crypto regulation in developing countries"},"content":{"rendered":"<p>The United Nations Conference on Trade and Development (UNCTD) issued <a href=\"https:\/\/unctad.org\/news\/unctad-spells-out-actions-curb-cryptocurrencies-developing-countries\">policy briefings<\/a> and recommendations to discourage crypto adoption in developing countries.<\/p>\n<p>The UNCTD released a brief on <a href=\"https:\/\/unctad.org\/news\/unctad-spells-out-actions-curb-cryptocurrencies-developing-countries\">Aug. 10,<\/a> in which it argued that unregulated crypto adoption possess a threat to developing countries. It, however, acknowledged crypto's role in facilitating remittances and as a hedge against currency inflation.<\/p>\n<p>According to the brief, the agency's concerns about crypto relate to the financial stability, resource mobilization, and security of monetary systems of developing countries.<\/p>\n<p>The UN Agency reiterated the stance of the International Monetary Fund (IMF) on the risks of adopting <a href=\"https:\/\/cryptoslate.com\/imf-raises-concerns-over-the-central-african-republics-adoption-of-bitcoin-as-legal-tender\/\">crypto as a legal tender.<\/a> It stated that recent market conditions have proved that cryptocurrencies, especially stablecoins, could undermine the financial stability of developing countries.<\/p>\n<blockquote><p><span style=\"font-weight: 400;\">If cryptocurrencies become a widespread means of payment and even replace domestic currencies unofficially (a process called cryptoization), this could jeopardize the monetary sovereignty of countries.<\/span><\/p><\/blockquote>\n<p>To protect consumers in developing countries, the UNCTD recommends that a comprehensive regulation on cryptocurrencies be implemented, as well as restricting advertisements related to cryptocurrencies.<\/p>\n<p>A second issue raised, concerns the development of domestic digital payment systems. It stated that failure to do so could lead to a rise in capital outflow from the real economy into the crypto economy which could undermine the monetary stability of countries.<\/p>\n<p>As a recommendation, the agency urged authorities to consider developing a local <span style=\"font-weight: 400;\">central bank digital currency (CBDC).<\/span><\/p>\n<blockquote><p><span style=\"font-weight: 400;\">Depending on national capabilities and needs, monetary authorities could provide a central bank digital currency or, more readily, a fast retail payment system.<\/span><\/p><\/blockquote>\n<p>The UNCTD finally argued that a rise in crypto adoption would affect resource mobilization for developing countries since tax evasion is easier with crypto transactions.<\/p>\n<blockquote><p><span style=\"font-weight: 400;\">While cryptocurrencies can facilitate remittances, they may also enable tax evasion and avoidance through illicit flows, just as if to a tax haven where ownership is not easily identifiable.<\/span><\/p><\/blockquote>\n<p>To curb tax evasion using cryptocurrencies, the agency recommends a global coordinated effort among relevant authorities to implement appropriated taxation laws for the crypto industry.<\/p>\n<h2>Developing countries relentless in crypto adoption<\/h2>\n<p>In 2021, Nigeria had the highest crypto adoption out of the <a href=\"https:\/\/cryptoslate.com\/emerging-markets-like-nigeria-kenya-led-880-global-crypto-growth-in-2021\/\">880% global crypto<\/a> growth for the year.<\/p>\n<p>The Central African Republic (CAR) became the first African country to adopt Bitcoin as a <a href=\"https:\/\/www.reuters.com\/world\/africa\/central-african-republic-adopts-bitcoin-an-official-currency-2022-04-27\/\">legal tender<\/a> on April 27. It strengthened its crypto adoption efforts by launching &#8220;Project Sango,&#8221; with its native <a href=\"https:\/\/cryptoslate.com\/central-african-republics-sango-coin-sales-go-live-records-only-1-09-million-in-24-hours\/\">Sango Coin<\/a> sale going live on July 25.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>The United Nations Conference on Trade and Development (UNCTD) issued policy briefings and recommendations to discourage crypto adoption in developing countries.
