Even now, in 2019, <a href=\"https:\/\/www.nytimes.com\/2019\/07\/05\/opinion\/tech-regulation-facebook.html\"><span class=\"s2\">the debate continues<\/span><\/a> about whether or not regulators should have more control over the internet itself. So, it\u2019s little surprise that the legal status of cryptocurrencies is still in a state of flux in so many countries. <\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">However, regardless of how volatile the price is, Bitcoin isn\u2019t going anywhere. Neither is the underlying blockchain technology or all the potential for digitizing assets that it brings with it.<\/span><\/p>\n<p class=\"p3\"><span class=\"s1\">Therefore, regulators around the globe are having to decide on the approach they take to dealing with cryptocurrencies. Some, like the US, are still debating. Others, like <a href=\"http:\/\/cryptoslate.com\/places\/switzerland\">Switzerland<\/a>, have taken a pragmatic approach in fitting digital assets into the existing financial regulatory infrastructure. In many countries, particularly across Eastern Europe, the default position is that cryptocurrencies are legal \u2014 simply because no legislation to the contrary has ever been passed. <\/span><\/p>\n<h2 class=\"p4\"><span class=\"s1\">Ukraine Blazes the Trail<\/span><\/h2>\n<p class=\"p1\"><span class=\"s1\">Ukraine has just made itself an exception to this rule. The newly elected government has <a href=\"https:\/\/open4business.com.ua\/ukrainian-digital-transformation-ministry-interested-in-crypto-market\/\"><span class=\"s2\">recently declared<\/span><\/a> a broad commitment to creating a legal status for cryptocurrencies. The actions of Ukrainian lawmakers in this scenario provide a case study in how lawmakers can adopt an open-minded approach. The regulators formed a cross-disciplinary group comprising representatives from parliament, NGOs, and industry organizations. <\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">Crucially, the blockchain community was also included, in the form of Alex Alexandrov, founder and CEO of AI-enabled blockchain <a href=\"https:\/\/velas.com\/\"><span class=\"s2\">Velas<\/span><\/a> and crypto payment solutions company, CoinPayments. Alexandrov\u2019s Velas is developing a scalable, secure blockchain solution aimed at enterprise adoptions. <\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">Furthermore, his company is based in the heart of Switzerland\u2019s Crypto Valley, and he also serves as a Board Member for the Blockchain Society in <a href=\"http:\/\/cryptoslate.com\/places\/canada\">Canada<\/a>. Therefore, the Velas CEO in a prime position to assist the Ukrainian government in leveraging blockchain and cryptocurrencies as part of its broader economic and digital transformation initiatives.\u00a0<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">So now that the commitment is there, what comes next for cryptocurrency in Ukraine? The government\u2019s plans are far-reaching, so there will be quite some ground to cover.\u00a0<\/span><\/p>\n<figure id=\"attachment_116811\" aria-describedby=\"caption-attachment-116811\" style=\"width: 978px\" class=\"wp-caption aligncenter\"><img loading=\"lazy\" decoding=\"async\" class=\"size-full wp-image-116811\" src=\"https:\/\/cryptoslate.com\/wp-content\/uploads\/2019\/10\/alexandrov-zelensky.jpg\" alt=\"Velas CEO Alex Alexandrov and Ukraine President Volodymyr Zelensky\" width=\"978\" height=\"482\" srcset=\"https:\/\/cryptoslate.com\/wp-content\/uploads\/2019\/10\/alexandrov-zelensky.jpg 978w, https:\/\/cryptoslate.com\/wp-content\/uploads\/2019\/10\/alexandrov-zelensky-300x148.jpg 300w, https:\/\/cryptoslate.com\/wp-content\/uploads\/2019\/10\/alexandrov-zelensky-768x379.jpg 768w\" sizes=\"(max-width: 978px) 100vw, 978px\" \/><figcaption id=\"caption-attachment-116811\" class=\"wp-caption-text\">Velas CEO Alex Alexandrov and Ukraine President Volodymyr Zelensky<\/figcaption><\/figure>\n<h2 class=\"p4\"><span class=\"s1\"><b>Taxation<\/b><\/span><\/h2>\n<p class=\"p1\"><span class=\"s1\">According to a <a href=\"https:\/\/tech.liga.net\/technology\/novosti\/u-fedorova-pliniruyut-legalizovat-kriptovalyutu\"><span class=\"s2\">report<\/span><\/a> in one Ukrainian news outlet, the Deputy Minister for Digital Transformation stated that crypto users would \u201cleave the gray zone and start paying taxes.\u201d Taxing crypto may not be popular among users, but from a government perspective, it creates a whole new revenue stream that can be put to the public good. <\/span><\/p>\n<p class=\"p3\"><span class=\"s1\">A <a href=\"https:\/\/news.bitcoin.com\/survey-13-of-net-savvy-ukrainians-own-cryptocurrencies\/\"><span class=\"s2\">2018 survey<\/span><\/a> showed that 13 percent of tech-savvy Ukrainians own crypto. Therefore, cryptocurrency taxes are likely to be a valuable source of government funding for a country entering a period of <a href=\"https:\/\/www.focus-economics.com\/countries\/ukraine\"><span class=\"s2\">economic growth<\/span><\/a>. It\u2019s expected that the taxes will extend to mining activities, as well as income from trading and wages. <\/span><\/p>\n<h2 class=\"p4\"><span class=\"s1\"><b>Implementing Blockchain Technology in Government<\/b><\/span><\/h2>\n<p class=\"p1\"><span class=\"s1\">Many governments have already started to recognize the potential that blockchain technology can bring. In the case of Ukraine, transparency in voting appears to be a particular priority for this administration. Speaking of his meeting with the Ukrainian president Volodymyr Zelensky, Alex Alexandrov stated: <\/span><\/p>\n<blockquote>\n<p class=\"p1\"><span class=\"s1\">\u201cMr. Zelensky has expressed significant interest in allowing systems that will enable voting on the blockchain for the next election. Such a system will avoid voting fraud, encourage higher turnouts, better voter participation, and improved transparency.\u201d<\/span><\/p>\n<\/blockquote>\n<p class=\"p1\"><span class=\"s1\">In an <a href=\"https:\/\/www.pravda.com.ua\/rus\/articles\/2019\/09\/27\/7227431\/\"><span class=\"s2\">interview<\/span><\/a> with news outlet Pravda, Ukrainian Deputy Prime Minister Mikhail Fedorov elaborated further on the government\u2019s blockchain plans. He indicated that he had looked to <a href=\"https:\/\/cryptoslate.com\/places\/estonia\">Estonia<\/a> as an example of e-government in action. He even went into detail about Ukraine\u2019s plans to issue digital driver licenses, digital student cards, and smart identity cards for every citizen. He stated:<\/span><\/p>\n<blockquote>\n<p class=\"p3\"><span class=\"s1\">\u201cI want to turn the state into a simple service\u2026 so that when you interact with the state, you feel comfortable, just like [when]<span class=\"Apple-converted-space\">\u00a0 <\/span>you order Uber, or book a room on Booking or Airbnb.\u201d<\/span><\/p>\n<\/blockquote>\n<h2 class=\"p4\"><span class=\"s1\"><b>Improving Transparency<\/b><\/span><\/h2>\n<p class=\"p1\"><span class=\"s1\">Members of the US government have been extremely vocal about the potential for cryptocurrencies to enable crime. Notably, President Trump <a href=\"https:\/\/cryptoslate.com\/donald-trump-bitcoin-not-money-value-thin-air-unlawful\/\"><span class=\"s2\">tweeted<\/span><\/a> they can \u201cfacilitate unlawful behavior,\u201d and Treasury Secretary Steven Mnuchin <a href=\"https:\/\/cryptoslate.com\/as-the-u-s-senate-learned-about-facebooks-libra-it-realized-that-bitcoin-cannot-be-killed\/\"><span class=\"s2\">believes<\/span><\/a> they pose a threat to national security. All this fails to understand the role that cryptocurrencies and blockchain can play in bringing transparency to transactions. <\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">Ukraine appears to be taking a different approach. President Zelensky rose to power partly on a <a href=\"https:\/\/www.ecfr.eu\/publications\/summary\/zelensky_unchained_what_ukraines_new_political_order_means_for_its_future\"><span class=\"s2\">platform of combating corruption<\/span><\/a>, which has been problematic for Ukraine in the past. Again, speaking of his meeting with Zelensky, Alex Alexandrov stated:\u00a0<\/span><\/p>\n<blockquote>\n<p class=\"p1\"><span class=\"s1\">\u201cZelensky wants to make Ukraine an example country for the world countries in how to implement blockchains, how to use cryptocurrencies, and how to create transparency in all economic facets to eliminate corruption.\u201d<\/span><\/p>\n<\/blockquote>\n<p class=\"p1\"><span class=\"s1\">Although it\u2019s not currently clear, it will be intriguing to watch exactly how this intent plays out. If Zelensky can demonstrate the potential of digital currencies to reduce corruption and financial crime, it may be that the US and other governments start to adopt a more open-minded stance. <\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">Overall, Ukraine appears to have laid fertile ground for the adoption of cryptocurrencies and broader blockchain technologies. As the technology continues to mature, it\u2019s likely that regulation and attitudes of lawmakers will also continue to evolve. Some countries are recognizing the potential that blockchain and cryptocurrencies can bring, whereas others may take longer.
