These services will have to comply with anti-money laundering regulations by 2020, imposing banking-style controls over crypto in the nation.<\/p>\n<p>The bombshell came as part of the FCA\u2019s newly released policy statement on cryptocurrency, \u201c<a href=\"http:\/\/www.fca.org.uk\/publication\/policy\/ps19-22.pdf\">PS19\/22: Guidance on Cryptoassets<\/a>,\u201d aimed at token issuers, software developers, exchanges, or investment firms dealing in cryptocurrencies.<\/p>\n<p>Most notably, the financial watchdog said all \u201centities\u201d engaging in any of the following activities will be forced to comply with UK AML laws, including:<\/p>\n<ul>\n<li style=\"font-weight: 400;\">Cryptocurrency exchange services and peer-to-peer exchange services<\/li>\n<li style=\"font-weight: 400;\">Cryptocurrency ATM services<\/li>\n<li style=\"font-weight: 400;\">Transaction of cryptocurrency<\/li>\n<li style=\"font-weight: 400;\">Issuance of new tokens<\/li>\n<li style=\"font-weight: 400;\">Publication of open-source software involving cryptocurrency<\/li>\n<\/ul>\n<h2>What will the AML requirements entail?<\/h2>\n<p>Crucially, the new laws could have radical implications for all stakeholders facilitating crypto transactions in the country. For regular users\u2014anywhere in the world\u2014using a service that operates in the FCA\u2019s jurisdiction may mean they need to unveil their anonymity.<\/p>\n<p>UK <a href=\"https:\/\/www.gov.uk\/guidance\/money-laundering-regulations-your-responsibilities\">AML regulations<\/a> will ultimately require all crypto-transmitting businesses, which apparently includes non-custodial wallet providers, to register the particulars of all customers including their name, official photo identification, and proof of address, or what the FCA calls \u201ccustomer due diligence.\u201d If the identity of a \u201ccustomer\u201d is in doubt, the law requires them to be denied service. Crypto businesses and service providers may also be required to employ staff for monitoring suspicious transactions, a standard requirement under British AML regulations.<\/p>\n<p>Even though the new regulations may be difficult to enforce, they would in theory strip away many of the fundamental advantages of cryptocurrency\u2014depriving users of individual financial autonomy, immutability, and confidentiality in their transactions. Overall, the law could set a grim portent for the entire cryptocurrency industry.<\/p>\n<h2>UK cracking down on cryptocurrency in a major way<\/h2>\n<p>The FCA\u2019s latest \u201cguidance\u201d doubles down on what seems to be rapidly becoming an iron-fisted stance on cryptocurrency. Just weeks ago, the UK financial watchdog iterated that it could ban crypto derivatives for retail customers as early as 2020, offering a number of <a href=\"https:\/\/cryptoslate.com\/why-uk-thinking-banning-crypto-derivatives\/\">dubious reasons<\/a> for the prospective ban.<\/p>\n<p>The UK may be the world\u2019s key stronghold for banking, having for decades <a href=\"https:\/\/www.ashurst.com\/en\/news-and-insights\/insights\/brexit-potential-impact-on-the-uk-banking-industry\/\">dominated<\/a> both the world\u2019s foreign exchange and wholesale financial services markets.
