{"id":112042,"date":"2019-08-18T04:17:15","date_gmt":"2019-08-18T11:17:15","guid":{"rendered":"https:\/\/cryptoslate.com\/?p=112042"},"modified":"2022-12-15T13:10:40","modified_gmt":"2022-12-15T13:10:40","slug":"bitcoin-protest-hong-kong-withdraw-money-bank","status":"publish","type":"post","link":"https:\/\/cryptoslate.com\/bitcoin-protest-hong-kong-withdraw-money-bank\/","title":{"rendered":"Bitcoin as protest: Hong Kong demonstrators withdraw their money from banking system"},"content":{"rendered":"<p>Protesters in Hong Kong have taken to a new non-violent tactic, withdrawing cash in mass from ATMs and banks and converting it to U.S. dollars\u2014foreshadowing things to come for Bitcoin.<\/p>\n<p>On Aug. 16, protesters in Hong Kong announced plans to withdraw their cash from the banking system in protest of overreach from mainland China, <a href=\"https:\/\/www.businessinsider.com\/hong-kong-protesters-withdraw-atm-2019-8\">reported<\/a> Business Insider. Bitcoin may play a key role in these kinds of protests in the near future.<\/p>\n<p>The demonstration, said organizers, is meant to protect people\u2019s wealth from the possibility of devaluation following a mainland military crackdown while reasserting the freedom of Hong Kong\u2019s independent financial regime.<\/p>\n<h2>Background on the Hong Kong extradition protests<\/h2>\n<p>Protests began in response to an extradition bill ordered by Hong Kong chief executive Carrie Lam. The bill would have allowed case-by-case transfers of fugitives to jurisdictions without extradition treaties with the city\u2014including mainland China.<\/p>\n<p>The inclusion of mainland China in the treaty is a major concern for pro-independence activists. In part, people fear that Hong Kong\u2019s judiciary would be abused by the Communist party via the treaty, potentially using the treaty to eliminate political opponents and dissidents who were previously out of reach in Hong Kong.<\/p>\n<p>And, those fears are not unsubstantiated. When Xi Jingping rose to power in 2012 the space for dissenters shrunk substantially. Human rights activists say forced \u2018disappearances\u2019 have been <a href=\"https:\/\/www.bbc.com\/news\/world-asia-china-45806904\">on the rise<\/a>, while the BBC <a href=\"https:\/\/www.bbc.com\/news\/world-asia-china-45806904\">described<\/a> the Communist Party\u2019s control becoming \u201ctougher and more systematic.\u201d<\/p>\n<p>As a result, there is a very real concern that the inclusion of an extradition treaty could lead to more overreach from the mainland.<\/p>\n<p>However, as protests turned into clashes with police, mainland China started to flex its military strength\u2014seemingly to intimidate Hongkongers into submission. State run media outlets <a href=\"https:\/\/www.cnbc.com\/2019\/08\/13\/hong-kong-protests-china-media-says-military-assembles-nearby.html\">ran videos<\/a> of military vehicles amassing near the border of the city. Military buildup was reaffirmed in a tweet from President Donald Trump:<\/p>\n<blockquote class=\"twitter-tweet\" data-width=\"500\" data-dnt=\"true\">\n<p lang=\"en\" dir=\"ltr\">Our Intelligence has informed us that the Chinese Government is moving troops to the Border with Hong Kong. Everyone should be calm and safe!<\/p>\n<p>&mdash; Donald J. Trump (@realDonaldTrump) <a href=\"https:\/\/twitter.com\/realDonaldTrump\/status\/1161325870516264961?ref_src=twsrc%5Etfw\">August 13, 2019<\/a><\/p><\/blockquote>\n<p><script async src=\"https:\/\/platform.twitter.com\/widgets.js\" charset=\"utf-8\"><\/script><\/p>\n<h2>Battle for independence<\/h2>\n<p>As tensions escalated, the protests morphed into a much broader debate over Hong Kong\u2019s relationship with mainland China. After over 150 years of British rule, many people in the region have developed more affinity for Western ideals and culture.<\/p>\n<p>As a point of emphasis, some protesters even waved British and American flags and <a href=\"https:\/\/www.youtube.com\/watch?v=fOwID54DBl0\">sang<\/a> the U.S. national anthem\u2014acts of irreverence that are totally preposterous on the mainland.<\/p>\n<p>Now, the Communist Party is attempting to rein-in the freedom of the administrative region as the Chinese federal government continues its quest of unifying its 1.3+ billion citizens. Fearing the loss of privileges, protesters are calling for much broader reforms than initially demanded in the extradition protests. The main demands include:<\/p>\n<ol>\n<li>Completely withdraw from the extradition bill;<\/li>\n<li>Retract statements saying that the protests were riots;<\/li>\n<li>Withdraw criminal charges against all protesters;<\/li>\n<li>Thoroughly investigate the abuse of power by local police;<\/li>\n<li>Have chief executive Carrie Lam resign and dissolve the pseudo-democratic Hong Kong Legislative Council by administrative order;<\/li>\n<li>Immediate implementation of universal suffrage (democratic voting) for the Legislative Council and chief executive elections.<\/li>\n<\/ol>\n<h2>Cash out Hong Kong<\/h2>\n<p>Protestors are getting more creative in their tactics as things escalate with law enforcement. For example, after a university leader was <a href=\"https:\/\/www.scmp.com\/news\/hong-kong\/law-and-crime\/article\/3021875\/hong-kong-protesters-shine-light-arrest-baptist\">arrested<\/a> for using laser pointers against police\u2014which the police branded as \u201coffensive weapons\u201d\u2014the device gained <a href=\"https:\/\/www.scmp.com\/news\/hong-kong\/politics\/article\/3021897\/laser-pointers-are-spotlight-hong-kongs-protests-and\">mass popularity<\/a> among demonstrators.<\/p>\n<p>Now, protesters have taken to a new tactic: sucking the cash out of the local banking system. Posts on Hong Kong social media board LIHKG, the local equivalent to Reddit, show hundreds of photos of people withdrawing hard currency from banks and ATMs. Some protesters are even making trips to multiple ATMs to circumvent the HK$20,000 (~$2,500) limit per transaction.<\/p>\n<p>There are yet to be any confirmed reports of the amount of money that is being withdrawn but Business Insider reported that at least 400 protesters recorded their withdrawals.<\/p>\n<p>However, there are reports of ATMs around the city running out of cash. Although things aren\u2019t dire for Hong Kong banks just yet, should enough people participate in such an event has the potential to disrupt cash access in the city\u2014and in an extreme scenario, precipitate a <a href=\"https:\/\/www.investopedia.com\/terms\/b\/bankrun.asp\">bank run<\/a>.<\/p>\n<h2>Bitcoin as protest<\/h2>\n<p>People peacefully opting-out of local monetary systems could foreshadow the power of Bitcoin. There are currently tight capital controls in China that allow the mainland government to maintain an <a href=\"https:\/\/www.imf.org\/external\/pubs\/ft\/weo\/2009\/01\/weodata\/weorept.aspx?pr.x=41&pr.y=7&sy=2006&ey=2014&scsm=1&ssd=1&sort=country&ds=.&br=1&c=924&s=PPPEX&grp=0&a=\">artificially low<\/a> trading peg with the U.S. dollar to stimulate exports.<\/p>\n<p>This manifests itself in strict financial limitations on the mainland. Chinese citizens can only acquire and move up to $50,000 out of the country per year. These currency transactions are centrally recorded and closely tracked. There are also controls on domestic currency movement. As a relevant example, people going from Hong Kong to Shenzhen people are limited to bringing a maximum of the equivalent of $5,000 without onerous declarations.<\/p>\n<p>The systematic devaluation and management of the yuan means that Chinese citizens are deprived of the real purchasing power of their money. Most Chinese people are unable to invest in safer and more lucrative foreign investments because of these controls. Furthermore, a weak currency drastically decreases the purchasing power of consumers, decreasing consumption and further making the Chinese economy dependent on exports.<\/p>\n<p>Not only that, China\u2019s currency reserves and financial controls will be further stress-tested as the trade war with the United States escalates. Just two weeks ago, the yuan <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2019-08-05\/china-s-offshore-yuan-tumbles-past-7-per-dollar-to-record-low\">weakened<\/a> past the 7 RMB per USD peg for the first time since 2008 in response to President Donald Trump's <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2019-08-01\/trump-ratchets-up-trade-war-with-new-tariffs-on-chinese-imports\">abrupt<\/a> escalation of tariffs on Chinese goods.<\/p>\n<p>One thing to keep in mind is that Hongkongers have their own respective currency under the <a href=\"https:\/\/en.wikipedia.org\/wiki\/One_country,_two_systems\">\u201cone country, two systems<\/a>\u201d compromise. Since 1983, the Hong Kong dollar has had a <a href=\"https:\/\/www.bis.org\/publ\/rpfx16fx.pdf\">linked exchange rate system<\/a> that pegs it to the U.S. dollar at a 7.8 to 1 ratio. And, given that the dollar is the most stable and highly traded currency on the planet, it would be strange for the protesters not to use it for their demonstrations.<\/p>\n<p>But, if dollars were not accessible in the city then it wouldn\u2019t be unreasonable to use Bitcoin. Along that line, there are still reports of <a href=\"https:\/\/cryptoslate.com\/hong-kong-protestors-buy-bitcoin-mainland-fear\/\">increased demand for BTC<\/a> in the city in response to protests.\u00a0 With tensions with mainland China rising, expect HKD\u2019s peg to the USD to be <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2019-03-16\/what-s-pulling-at-the-hong-kong-dollar-s-peg-quicktake\">stressed<\/a> while capital to flees from the independent administrative region.<\/p>\n<h2>Opting-out of government control<\/h2>\n<p>With the advent of Bitcoin, people living under financially controlling regimes, like China\u2019s, have the opportunity to opt-out of the system. Instead of enduring implicit wealth transfers through currency devaluation or inflation (arguably another form of taxation) people can instead buy BTC.<\/p>\n<p>Bitcoin is an ideal protest instrument. Bitcoin can be stored in such a way where it is <a href=\"https:\/\/en.bitcoin.it\/wiki\/Brainwallet\">near-impossible to confiscate<\/a> and can be used in a way to <a href=\"https:\/\/cryptoslate.com\/9-trillion-sent-using-bitcoin-reaffirms-utility-for-large-wealth-transfers\/\">transfer huge<\/a> amounts of wealth without regard for borders.<\/p>\n<p>As such, <a href=\"https:\/\/medium.com\/@mattahlborg\/nuanced-analysis-of-localbitcoins-data-suggests-bitcoin-is-working-as-satoshi-intended-d8b04d3ac7b2\">data shows<\/a> that black markets are quickly forming\u2014and growing\u2014in countries which are financially restrictive (and have adequate internet penetration), as evidenced by <a href=\"https:\/\/coin.dance\/volume\/localbitcoins\">strong growth<\/a> in peer-to-peer trading volume in places such as <a href=\"https:\/\/cryptoslate.com\/venezuela-precedent-bitcoin\/\">Venezuela<\/a>, Belarus, and Kazakhstan.<\/p>\n<p>Ultimately, Bitcoin has the potential to hold governments accountable for unscrupulous currency management.
