China tightened capital controls in the wake of a <a href=\"https:\/\/www.bloomberg.com\/opinion\/articles\/2015-08-11\/china-s-yuan-devaluation-is-a-mystery\">shock yuan devaluation<\/a> in 2015 and has continued to implement measures to mitigate capital flight out of the country. Some of these measures include increased disclosure requirements for buying foreign currencies and tightened restrictions on corporate investments overseas.<\/p>\n<p>These measures culminated in a blanket ban on cryptocurrency exchanges and ICOs in September 2017 and <a href=\"https:\/\/cryptoslate.com\/analysis-bitcoin-mining-ban-china-impact-btc-price-security\/\">Bitcoin mining<\/a> in April 2019. Part of the reason for these bans is to help policymakers prevent a downward spiral in yuan depreciation against international currencies facilitated via cryptocurrency.<\/p>\n<p>These policies are <a href=\"https:\/\/en.wikipedia.org\/wiki\/Impossible_trinity\">necessary<\/a> so long as China wishes to maintain a peg against the U.S. dollar and set independent interest rates.<\/p>\n<h2>Facebook\u2019s Libra stokes policymaker concerns<\/h2>\n<p>Now, Facebook\u2019s Libra with its base of 2.4 billion monthly active users, poses another threat to Chinese capital controls.<\/p>\n<p>Considering Facebook is beholden to pressure from U.S. policymakers, it is in China\u2019s interest to ensure Libra does not take hold in the country. Facebook\u2019s services are already blocked in China and it\u2019s unclear whether users outside of Facebook will have incentive to adopt Libra.<\/p>\n<blockquote><p>\u201cIf [Libra] is widely used for payments, cross-border payments in particular, would it be able to function like money and accordingly have a large influence on monetary policy, financial stability and the international monetary system?\u201d asked Xin at an academic conference hosted by Peking University, as <a href=\"https:\/\/www.scmp.com\/economy\/china-economy\/article\/3017716\/facebooks-libra-forcing-china-step-plans-its-own\">reported<\/a> by the South China Morning Post.<\/p><\/blockquote>\n<p>With approval from the State Council, the PBOC is working with market institutions to create a central bank cryptocurrency. A digital currency similar to Facebook\u2019s could help China\u2019s central bank maintain control over its economy.<\/p>\n<p>Such an asset would pose few benefits for holders over the country\u2019s already ubiquitous WeChat and Tencent digital payment options.
