On Apr. 26th, Washington State Governor Jay Inslee signed SB 5638\u2014an act \u201crecognizing the validity of distributed ledger technology\u201d\u2014into law. The Act encourages the development of blockchain, recognizes its use in commerce and digital signatures, and amends legislation to provide definitions for the technology.<\/p>\n

The original purpose of the Washington Electronic Authentication Act<\/a> was to stimulate the use of \u201creliable electronic messages\u201d in State commerce and ensure that \u201celectronic signatures are not denied legal recognition.\u201d Rather than encumbering businesses with outdated business requirements, such as the use of paper signatures, the Act encouraged businesses to leverage technology to streamline commerce.<\/p>\n

The newly passed blockchain bill would expand the Electronic Authentication Act to include \u201cencouraging the development of distributed ledger technology\u201d to the legislation.<\/p>\n

The Act also adds definitions for blockchain and distributed ledger technology to State law. For more details on the changes introduced by the bill read here<\/a>.<\/p>\n

The legislation was sponsored by four Republican State Senators: Sharon Brown<\/a>, Ann Rivers<\/a>, Randi Becker<\/a>, and Shelly Short<\/a>.<\/p>\n

The Washington Technology Industry Association<\/a> also played a large role in lobbying for the legislation. Members of the association include Arry Yu<\/a> (chair of the Cascadia Blockchain Council<\/a> and former COO of Storm<\/a>), Vaughan Emery (former CEO of Atonomi<\/a>), John deVadoss<\/a> (head of development at NEO<\/a>), and Lawrence Lerner<\/a> (CEO of Pithia<\/a>, the former investment arm for RChain Coop<\/a>), among others.<\/p>\n","protected":false},"excerpt":{"rendered":"
