{"id":45980,"date":"2025-07-30T13:34:26","date_gmt":"2025-07-30T18:34:26","guid":{"rendered":"https:\/\/bitcoinmagazine.com\/?p=45980"},"modified":"2025-07-30T14:38:35","modified_gmt":"2025-07-30T19:38:35","slug":"samourai-wallet-developers-plead-guilty","status":"publish","type":"post","link":"https:\/\/bitcoinmagazine.com\/news\/samourai-wallet-developers-plead-guilty","title":{"rendered":"Samourai Wallet Developers Plead Guilty to Conspiring to Operate an Unlicensed Money Transmitting Business"},"content":{"rendered":"<div id=\"bsf_rt_marker\"><\/div>\n<p class=\"wp-block-paragraph\">Today, the founders of Samourai Wallet, Keonne Rodriguez and William Lonergan Hill, pled guilty to the <a href=\"https:\/\/www.justice.gov\/usao-sdny\/pr\/founders-and-ceo-cryptocurrency-mixing-service-arrested-and-charged-money-laundering\" target=\"_blank\" rel=\"noopener\">second charge in their indictment<\/a> \u2014 conspiracy to operate an unlicensed money transmitting business \u2014 despite having previously pled not guilty to the charge.<\/p>\n\n\n\n<figure class=\"wp-block-embed is-type-rich is-provider-twitter wp-block-embed-twitter\"><div class=\"wp-block-embed__wrapper\">\n<blockquote class=\"twitter-tweet\" data-width=\"550\" data-dnt=\"true\"><p lang=\"en\" dir=\"ltr\">\ud83d\udea8 NEW: The Samourai developers &#8211; Keonne Rodriguez and William Lonergan Hill &#8211; have both pled guilty to count 2 of their indictment, the conspiracy to operate an unlicensed money transmitter business charge.<br><br>More details in the video below: <a href=\"https:\/\/t.co\/PZVpJtH9Pw\">pic.twitter.com\/PZVpJtH9Pw<\/a><\/p>&mdash; Frank Corva (@frankcorva) <a href=\"https:\/\/twitter.com\/frankcorva\/status\/1950579980603195477?ref_src=twsrc%5Etfw\" target=\"_blank\" rel=\"noopener\">July 30, 2025<\/a><\/blockquote><script async src=\"https:\/\/platform.twitter.com\/widgets.js\" charset=\"utf-8\"><\/script>\n<\/div><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">In back-to-back hearings in the Southern District of New York (SDNY) (the first for Rodriguez and the second for Hill), the two founders admitted to playing a role in the &#8220;transportation and transmission of funds derived from criminal offenses&#8221; (to cite the words of Judge Cote, the judge for the case) by operating Samourai Wallet even after knowing that illicitly obtained funds were being moved through the <a href=\"https:\/\/bitcoinmagazine.com\/guides\/what-are-bitcoin-mixers\">mixing<\/a> service.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For their guilty pleas, both Rodriguez and Hill will face a maximum prison sentence of five years, a maximum supervised release period of three years, a $250,000 fine each and a $100 special assessment fee each.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Rodriguez and Hill are also required to pay a total of $6,367,139.69 between them to satisfy the total amount of assets they agreed to forfeit to the court: $237,832,360.32. The two founders are required to produce the approximately $6.3 million by the sentencing date \u2014 November 7, 2025 \u2014 or before November 30, 2025.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In both Rodriguez&#8217;s and Hill&#8217;s allocutions, they shared that from 2015 until 2024, they operated Samourai together, noting that the service enabled users to transfer bitcoin from their own wallets to another Bitcoin address while Samourai &#8220;obscured&#8221; (anonymized) the transaction process.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">They both highlighted that, in the process of running Samourai, they came to know that some of the bitcoin moving through the service was derived from criminal activity, and they kept marketing and operating the service anyway.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In Rodriguez&#8217;s hearing, Judge Cote noted a tweet from the @SamouraiWallet Twitter (now X) account that read &#8220;Welcome new Russian oligarch Samourai Wallet users.&#8221;<\/p>\n\n\n\n<figure class=\"wp-block-embed is-type-rich is-provider-twitter wp-block-embed-twitter\"><div class=\"wp-block-embed__wrapper\">\n<blockquote class=\"twitter-tweet\" data-width=\"550\" data-dnt=\"true\"><p lang=\"en\" dir=\"ltr\">Welcome new Russian oligarch Samourai Wallet users <a href=\"https:\/\/t.co\/WBhB6J89SR\">https:\/\/t.co\/WBhB6J89SR<\/a><\/p>&mdash; Samourai Wallet (@SamouraiWallet) <a href=\"https:\/\/twitter.com\/SamouraiWallet\/status\/1542533704635015168?ref_src=twsrc%5Etfw\" target=\"_blank\" rel=\"noopener\">June 30, 2022<\/a><\/blockquote><script async src=\"https:\/\/platform.twitter.com\/widgets.js\" charset=\"utf-8\"><\/script>\n<\/div><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">And in Hill&#8217;s hearing, the judge noted another tweet from the @samouraidev Twitter account that read &#8220;Europol also highlighted Samourai Wallet as an emerging &#8216;top threat&#8217;&#8230;&#8221;<\/p>\n\n\n\n<figure class=\"wp-block-embed is-type-rich is-provider-twitter wp-block-embed-twitter\"><div class=\"wp-block-embed__wrapper\">\n<blockquote class=\"twitter-tweet\" data-width=\"550\" data-dnt=\"true\"><p lang=\"en\" dir=\"ltr\">4\/ Europol also highlighted Samourai Wallet as an emerging \u201ctop threat\u201d in same article.
