{"id":20971,"date":"2018-11-14T19:38:11","date_gmt":"2018-11-14T19:38:11","guid":{"rendered":"http:\/\/ci027cfe63701626c3"},"modified":"2018-11-14T19:38:11","modified_gmt":"2018-11-14T19:38:11","slug":"imf-head-makes-case-central-bank-digital-currencies-recent-speech","status":"publish","type":"post","link":"https:\/\/bitcoinmagazine.com\/business\/imf-head-makes-case-central-bank-digital-currencies-recent-speech","title":{"rendered":"IMF Head Makes Case for Central Bank Digital Currencies In Recent Speech"},"content":{"rendered":"<div id=\"bsf_rt_marker\"><\/div><figure><img decoding=\"async\" src=\"https:\/\/bitcoinmagazine.com\/wp-content\/uploads\/2024\/11\/imf-head-makes-case-for-central-bank-digital-currencies-in-recent-speech.png\" title=\"\"><\/figure>\n<p><em>With contributing reporting from Jimmy Aki.<\/em><\/p>\n<p>Christine Lagarde, head of the International Monetary Fund (IMF), <a href=\"https:\/\/www.imf.org\/en\/News\/Articles\/2018\/11\/13\/sp111418-winds-of-change-the-case-for-new-digital-currency\" target=\"_blank\" rel=\"noopener\">suggested<\/a> a new course of action for central banks around the world: turn their fiat currencies digital.<\/p>\n<p>The IMF chair gave a speech at the Singapore Fintech Festival on November 14, 2018, titled \u201cWinds of Change: The New Case for Digital Currency.\u201d In it, Lagarde stated, \u201cI believe we should consider the possibility to issue digital currency. There may be a role for the state to supply money to the digital economy.\u201d <\/p>\n<p>She continued to laud the benefits of cryptocurrency payments, calling them &#8220;immediate, safe, cheap and potentially semi-autonomous&#8221; and saying that central banks should consider issuing digital assets so they can &#8220;retain a sure footing in payments.\u201d<\/p>\n<p>Her speech comes two days after the IMF released a research paper that highlights many of the talking points Lagarde hits on. Titled &#8220;<a href=\"https:\/\/www.imf.org\/en\/Publications\/Staff-Discussion-Notes\/Issues\/2018\/11\/13\/Casting-Light-on-Central-Bank-Digital-Currencies-46233\" target=\"_blank\" rel=\"noopener\">Casting Light on Central Bank Digital Currencies<\/a>,&#8221; it details some of the benefits a state may see if it decides to issue digital currencies, including financial inclusion, consumer protection and privacy in payments.<\/p>\n<p>State sponsored digital currencies is not a new idea. Lagarde herself pointed out that the central banking authorities of Canada, China, Sweden and Uruguay were already considering the notion. However, she urged central banks to support digital currencies as a premise of the future, stating such currencies \u201ccould satisfy public policy goals, such as (i) financial inclusion, and (ii) security and consumer protection; and to provide what the private sector cannot: (iii) privacy in payments.\u201d<\/p>\n<p>It should be noted that the IMF Chair referred to cryptocurrencies throughout her speech. The Chair espoused a nuanced view of crypto that, while not wholly supportive, showed the advancements of the industry were part of the IMF\u2019s new outlook. <\/p>\n<p>\u201cFor their part, cryptocurrencies seek to anchor trust in technology. So long as they are transparent \u2014 and if you are tech savvy \u2014 you might trust their services. Still, I am not entirely convinced,\u201d Lagarde stated.<\/p>\n<p>For Lagarde, cryptocurrencies still require \u201c[proper] regulation of these entities\u201d so that they \u201cwill remain a pillar of trust.\u201d <\/p>\n<p>While the IMF\u2019s view at this time is clearly for digitization of fiat currencies by central banks rather than through cryptocurrencies (it put out a <a href=\"https:\/\/www.imf.org\/en\/Publications\/Staff-Discussion-Notes\/Issues\/2018\/11\/13\/Casting-Light-on-Central-Bank-Digital-Currencies-46233\" target=\"_blank\" rel=\"noopener\">paper<\/a> to that effect), Lagarde asked these fundamental questions of central banking authorities: \u201cShould we go further? Beyond regulation, should the state remain an active player in the market for money?
