Among the presentations of bills and reports was discussion of a recent reminder from the Central Bank of Nigeria (CBN) that financial institutions are prohibited from facilitating any accounts transacting with cryptocurrency exchanges.<\/p>\n<p>During that discussion, a Nigerian official made a concession that many Bitcoiners champion, but few governmental representatives have ever made. <a href=\"https:\/\/en.wikipedia.org\/wiki\/Sani_Mohammed_Musa\" target=\"_blank\" rel=\"noopener\">Senator Sani Mohammad Musa<\/a> announced that Bitcoin has all but superseded Nigeria\u2019s fiat system.&nbsp;<\/p>\n<blockquote class=\"twitter-tweet\" data-width=\"550\" data-dnt=\"true\">\n<p lang=\"en\" dir=\"ltr\">\u201cCryptocurrency has become a worldwide transaction of which you cannot even identify who owns what. Bitcoin has made our currency almost useless or valueless.&quot; &#8211; Senator Sani Musa<\/p>\n<p>&mdash; The Nigerian Senate (@NGRSenate) <a href=\"https:\/\/twitter.com\/NGRSenate\/status\/1359835689513271301?ref_src=twsrc%5Etfw\" target=\"_blank\" rel=\"noopener\">February 11, 2021<\/a><\/p><\/blockquote>\n<p><script async src=\"https:\/\/platform.twitter.com\/widgets.js\" charset=\"utf-8\"><\/script>\n <\/p>\n<h2>Nigerians Seek Plan B<\/h2>\n<p>The reminder came after local groups aiding those protesting the actions of a controversial police unit, known as SARS, were cut off from institutional financial services and began leveraging Bitcoin as a sovereign alternative.<\/p>\n<p>\u201cOver the course of the past week, we\u2019ve had restrictions placed on our bank accounts and many people who have donated to us or received donations from us have also alleged and complained of restrictions placed on their accounts by certain banks,\u201d Dami Odufuwa, an organizer of one such aid group, <a href=\"https:\/\/bitcoinmagazine.com\/articles\/nigerian-protest-group-finds-sovereign-lifeline-in-bitcoin\">told <em>Bitcoin Magazine <\/em>in October 2020<\/a>. \u201cThis is what forced us to move to decentralized payment platforms and only accept donations in bitcoin using BTCPay.\u201d<\/p>\n<p>Some in Nigeria believe that the recent reminder of the cryptocurrency prohibition was motivated by these protest and aid groups switching to alternatives like bitcoin.<\/p>\n<p>\u201cThere\u2019s a direct line that can be drawn from the EndSARS protests \u2014 which carried on partly with funding from cryptocurrency even though CBN restricted several accounts \u2014 to these latest regulations,\u201d Joachim MacEbon, a senior analyst at SBM Intelligence in Lagos, told <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2021-02-05\/nigerian-central-bank-orders-closure-of-cryptocurrency-accounts\" target=\"_blank\" rel=\"noopener\"><em>Bloomberg<\/em><\/a>. \u201cThis latest instruction will end up making the case for cryptocurrency adoption better than any other argument. One promises freedom, while the status quo only reinforces restrictions.\u201d<\/p>\n<p>As Nigerian Bitcoin Core Contributor Tim Akinbo explained on <a href=\"https:\/\/twitter.com\/takinbo\/status\/1357823145651093507\" target=\"_blank\" rel=\"noopener\">Twitter<\/a>, Bitcoin is a peer-to-peer technology that cannot be shutdown by third parties like central banks. Such regulations may make it more difficult for people in Nigeria to use Bitcoin, but they cannot stop them altogether.<\/p>\n<p>According to <a href=\"https:\/\/coin.dance\/volume\/localbitcoins\/NGN\" target=\"_blank\" rel=\"noopener\">Coin Dance<\/a>, bitcoin trading volume on peer-to-peer exchange LocalBitcoins has risen noticeably so far this month.<\/p>\n<h2>An Unprecedented Acknowledgement<\/h2>\n<p><a href=\"https:\/\/twitter.com\/Xentagz\/status\/1359886237075668994?s=20\" target=\"_blank\" rel=\"noopener\">Musa\u2019s concession<\/a> that Bitcoin is unregulatable and has left the Nigerian naira \u201cvalueless\u201d was met with mixed reactions from colleagues.<\/p>\n<p>Senator <a href=\"https:\/\/en.wikipedia.org\/wiki\/Abiodun_Olujimi\" target=\"_blank\" rel=\"noopener\">Abiodun Christine Olujimi<\/a> similarly acknowledged cryptocurrency\u2019s sovereignty and emphasized the opportunity to foster development but appeared to call for regulation all the same.<\/p>\n<blockquote class=\"twitter-tweet\" data-width=\"550\" data-dnt=\"true\">\n<p lang=\"en\" dir=\"ltr\">&quot;What we can do is ensure bad people must not use it. This motion is most important to us. The time has come for us to harmonize all the issues concerning cryptocurrency.\u201d \u2013 Senator Biodun Olujimi<\/p>\n<p>&mdash; The Nigerian Senate (@NGRSenate) <a href=\"https:\/\/twitter.com\/NGRSenate\/status\/1359836208692678656?ref_src=twsrc%5Etfw\" target=\"_blank\" rel=\"noopener\">February 11, 2021<\/a><\/p><\/blockquote>\n<p><script async src=\"https:\/\/platform.twitter.com\/widgets.js\" charset=\"utf-8\"><\/script><\/p>\n<p>Ultimately, the Nigerian Senate resolved to mandate its banking committee to deliberate with CBN and report on the \u201copportunities and threats\u201d of cryptocurrencies in the next two weeks. It seems unlikely that Musa\u2019s candid realization that the government will lose (indeed, has already lost) any battle to reign in Bitcoin will dominate that report.
