Passed into law on the 18th of July 2027, the framework set multiple milestones for its progressive enactment.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">For the first year after passage, regulators, including the Federal Reserve and the OCC, were mandated to finalize rulemakings for the GENIUS Act by the 18th of July, 2027. <\/span><\/p>\n<p><span style=\"font-weight: 400;\">In 18 months, or by January 2027, the framework should begin taking effect after the regulators publish final rules. <\/span><span style=\"font-weight: 400;\"><br \/>\n<\/span><span style=\"font-weight: 400;\"><br \/>\n<\/span><span style=\"font-weight: 400;\">Finally, the transition period will end after three years, by mid-2028. After this, there will be no firm allowed to offer or handle stablecoins in the U.S. without GENIUS Act compliance.\u00a0<\/span><\/p>\n<h2>Why are the final rules delayed?<\/h2>\n<p><span style=\"font-weight: 400;\">Six regulators have issued 10 rulemaking proposals related to the law. But none of the proposals have been officially completed, at least as of writing. Only six of the proposals have closed their comment period, meaning the regulators could issue final rulings for them.\u00a0<\/span><\/p>\n<figure id=\"attachment_617224\" aria-describedby=\"caption-attachment-617224\" style=\"width: 679px\" class=\"wp-caption aligncenter\"><a href=\"https:\/\/ambcrypto.com\/wp-content\/uploads\/2026\/07\/Screenshot-2026-07-18-111243.png\"><img decoding=\"async\" class=\"size-full wp-image-617224\" src=\"https:\/\/ambcrypto.com\/wp-content\/uploads\/2026\/07\/Screenshot-2026-07-18-111243.png\" alt=\"GENIUS Act\" width=\"679\" height=\"484\" srcset=\"https:\/\/ambcrypto.com\/wp-content\/uploads\/2026\/07\/Screenshot-2026-07-18-111243.png 679w, https:\/\/ambcrypto.com\/wp-content\/uploads\/2026\/07\/Screenshot-2026-07-18-111243-300x214.png 300w\" sizes=\"(max-width: 679px) 100vw, 679px\" \/><\/a><figcaption id=\"caption-attachment-617224\" class=\"wp-caption-text\"><span style=\"font-weight: 400;\">Source: Paradigm\u00a0<\/span><\/figcaption><\/figure>\n<p><span style=\"font-weight: 400;\">Still, four other proposals, including <a href=\"https:\/\/ambcrypto.com\/u-s-treasury-moves-forward-with-genius-act-new-rules-protect-stablecoin-issuers\/\" target=\"_blank\" rel=\"noopener\">Bank Secrecy Act<\/a> and sanction compliance for FDIC-supervised stablecoin issuers, are still open for comment.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">In other words, despite hitting the rulemaking deadline, the GENIUS Act was still far from finalizing key rules.\u00a0<\/span><\/p>\n<h2>What&#8217;s next for the GENIUS Act?<\/h2>\n<p><span style=\"font-weight: 400;\">However, it\u2019s worth noting that in a recent Congress hearing, Kevin Warsh, the chairman of the Federal Reserve, said that the final rules could be issued soon.<\/span><\/p>\n<blockquote><p><span style=\"font-weight: 400;\">We\u2019re racing to put that out (GENIUS Act final rules) by this deadline, this Saturday.<\/span><\/p><\/blockquote>\n<p><span style=\"font-weight: 400;\">For the banking industry, which has opposed the legislation due to the stablecoin yield loophole, it called for a review of the proposed rules to avoid.<\/span><\/p>\n<blockquote><p><span style=\"font-weight: 400;\">Uneven playing field or opportunities for regulatory arbitrage, unintended policy consequences, or unworkable or incongruous requirements.<\/span><\/p><\/blockquote>\n<h2><span style=\"font-weight: 400;\">How has the stablecoin market responded?<\/span><\/h2>\n<p><span style=\"font-weight: 400;\">The GENIUS Act is the first formal stablecoins framework in the U.S that aims to advance innovation and protect consumers. To achieve this, it has reserve requirements and anti-money laundering provisions.\u00a0\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Commenting on the legislation, Senator Bill Hagerty, who co-sponsored it, said,<\/span><\/p>\n<blockquote><p><span style=\"font-weight: 400;\">The United States has the first comprehensive federal framework for payment stablecoins, positioning America not just to participate in the digital asset economy, but to lead it.
