Central Bank President Gabriel Galipolo stated that <a href=\"https:\/\/www.reuters.com\/technology\/brazils-galipolo-sees-surge-crypto-use-says-90-flow-tied-stablecoins-2025-02-06\/\" target=\"_blank\" rel=\"noopener\">90% of crypto transactions<\/a> are through stablecoins, primarily for payments.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">This raises an important question: Will Drex serve as a regulated, compliant alternative to stablecoins for digital payments? Or will its privacy limitations and regulatory hurdles push users to rely on existing stablecoins?<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Officials highlighted similarities between Drex and Pix, Brazil&#8217;s instant payment system introduced in 2020. Maur\u00edcio Moura, BCB&#8217;s Deputy Governor for institutional elations, citizenship, and conduct supervision, emphasized the bank&#8217;s ambition for Drex.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">He <\/span><a href=\"https:\/\/www.estadao.com.br\/estadao-verifica\/drex-privacidade-sigilo-bancario-enganoso\/?srsltid=AfmBOorReCGSd4iSVGFbooKtwhjXlqFeRV7ySbYWs5WYrR8IqxEedFHD#:~:text=%E2%80%9CInclusive%2C%20o%20projeto%2C%20hoje%2C%20tem,prioriza%20a%20transpar%C3%AAncia%20de%20informa%C3%A7%C3%B5es\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">stated<\/span><\/a><span style=\"font-weight: 400;\">,\u00a0<\/span><\/p>\n<blockquote><p><span style=\"font-weight: 400;\">\u201cSince its launch, Pix was soon incorporated as a common word in everyday life. Today, we all talk about \u2018making a Pix\u2019. Soon, we will also say \u2018using Drex\u2019.\u201d\u00a0<\/span><\/p><\/blockquote>\n<h2><strong>Why won\u2019t new use cases be tested in phase 2?<\/strong><\/h2>\n<p><span style=\"font-weight: 400;\">Two primary reasons why the use cases submitted by the 24th of November will not be tested are unresolved privacy concerns and redundancy in proposals.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Privacy and security remain the central bank\u2019s top priorities. Tested privacy solutions failed to meet Brazil\u2019s strict banking secrecy laws. Expanding Drex without addressing these concerns could introduce regulatory risks and security vulnerabilities.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Of the 101 submitted proposals, around 50 met the basic criteria for testing. <\/span><span style=\"font-weight: 400;\">However, most were too similar to existing pilot programs. <\/span><\/p>\n<p><span style=\"font-weight: 400;\">Many focused on tokenized assets and payments, areas already explored in Phase 1. Rather than testing redundant ideas, the central bank will refine the current pilot for legal and technical readiness.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Brazil is also learning from previous CBDC challenges. <a href=\"https:\/\/ambcrypto.com\/cbdc-adoption-grows-in-nigeria-amidst-cash-crisis\/\" target=\"_blank\" rel=\"noopener\">Nigeria\u2019s eNaira<\/a> and the <a href=\"https:\/\/eng.ambcrypto.com\/bahamas-central-bank-to-experiment-with-cbdcs-on-abaco-islands\/\" target=\"_blank\" rel=\"noopener\">Bahamas\u2019 Sand Dollar<\/a> struggled due to rushed implementations. Both projects launched before solving key adoption and security issues, leading to low usage.\u00a0<\/span><\/p>\n<h2><strong>Global regulatory pressures and delayed CBDC plans<\/strong><\/h2>\n<p><span style=\"font-weight: 400;\">The challenges outlined in BCB\u2019s report reflect broader global trends in digital asset regulation.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The OMFIF study found that regulatory uncertainty is a major hurdle for central banks worldwide.
