Calling the complaint brutal for a &#8220;non-fraud&#8221; case, he found that SEC believed the distribution of XRP was clearly centralized and <\/span><a href=\"https:\/\/twitter.com\/stephendpalley\/status\/1341489814059823104\"><span style=\"font-weight: 400;\">said<\/span><\/a><span style=\"font-weight: 400;\">:\u00a0<\/span><\/p>\n<blockquote><p><span style=\"font-weight: 400;\">Ohhhh, they also got legal advice that it was probably a securities offering (and thus need to be registered). Curious to know how that memo came into the hands of the SEC.
